REGIONAL, TOWN AND COỦNTRY PLANNING ACT, 1996

Notice of Draft Master Plan on Public Exhibition:

RUSAPE MASTER PLAN

THE RUSAPE TOWN COUNCIL, hereby gives notice, in terms of subsection (2) of section 15 of the Regional, Town and Country Planning Act, Chapter 29: 12, as read with section 8 of the Regional, Town and Country Planning (Master and Local Plans) Regulations (RGN 248 of 1977), that the DRAFT RUSAPE MASTER PLAN has been Adopted and is now on public exhibition commencing 15th October 2024 and ending 14th December 2024.

 

All the documents relevant to the Draft Master Plan are on public exhibition at Rusape Town Council Offices and Sub-offices on the following days and at the following times:

 

Monday           – 0800hrs to 1600hrs

Tuesday          – 0800hrs to 1600hrs

Wednesday     – 0800hrs to 1600hrs

Thursday        – 0800hrs to 1600hrs

Friday            – 0800hrs to 1600hrs

 

All documents can be accessed electronically on the following Website or requested via the email below www.rusapetown.org.zw/, rusapetown@yahoo.com.

 

Any interested person or organization may make objections to, or representations regarding, the master plan, in writing to the Provincial Planning Officer, Department of Spatial Planning and Development, Manicaland Province, Ministry of Local Government, Public Works, Second Floor, Block D, Government Composite Building, Robert Mugabe Avenue, Mutare on or before 28th December, 2024.

 

Objections and representations should state the matters to which they relate and the grounds on which they are made. Objections or representations must, at the same time, be copied and

sent to the Town Secretary, Rusape Town Council, No. 398 Manda Avenue, P.O Box 17, Rusape,  Email: rusapetown@yahoo.com WhatsApp: +263 776 203 596, to whom objections and representations must be addressed.

 

Explanatory note. – The area covered by this master plan measures 34.17km2 in extend  comprising Rusape Town, Lesapi Falls, Sable Range, Recondite, Alpha, Cornucopia, Bata, Gamma, Alloa, Ripplemead, New Haven, Lion’s Head, Bexhill, Alley, Inyamastitza, Castle Kop, Muhonde, Granite Flat, Castle Base, Zimati Estate, Tiny Extension and portion of Chiduku Communal Land North-east of Rusape River.

DOG TIE UP ORDER

Notice is hereby given that Rusape Town Council will be conducting stray dog shooting from the 16th of September 2024 onwards.

This exercise is in response to various complaints from residents as well as an increase in the number of stray dog bites as noted by our Rapid Diseases Notification System, as well as reported by our Urban Health Centres. Furthermore, under the Animal Health Act, Rabies Regulations 1966 amended 1986, in conjunction with Rusape Town Council (Stray Animals By-laws of 2013) and as read with section 83(1) Part X of Urban Councils Act (Chapter 29:15). No owner shall allow his /her domestic pet to roam without restraint beyond the limits of his/her property and every owner of a pet shall ensure that his/her property is securely fenced and gated to keep their pet(s) within the limits of their property. Dog owners must have a valid vaccination certificate. If the dog is not vaccinated the owner will be penalised in line with the current budget rates.

INTERRUPTION OF WATER SUPPLY

Rusape Town Council wishes to inform its valued residents and stakeholders that we have experienced a pipe burst along the Jackneedham to Mabvazuva pumping main leading to an interruption in water supply. Our team is diligently working flat out to rectify the fault and restore normal water services.


During this period, most areas will receive no water or experience reduced
pressures.

Disruption of refuse removal services

Rusape Town Council wishes to advise its valued residents and stakeholders that our refuse compactors have developed a technical challenge. The affected areas are R section, Garikai, Gopal, ZRP, Mess Camp, SilverBow, Crocodile, OK, TM, Tsanzaguru, and NE respectively.
Residents and stakeholders are kindly urged to keep the town clean and desist from dumping solid waste in open spaces and council reticulation system.

Uncollected refuse should be kept within premises and will be collected as soon as refuse collection resumes!

Payment of Bills

Rusape Town Council would like to urge its valued stakeholders and ratepayers to urgently visit our offices and pay up their bills so as to continue supplying services. Going forward if no payments are received we shall have no option but to take legal action against defaulters. Please be guided accordingly.

National Clean-up Campaign

Rusape residents let’s join Rusape Town Council and other stakehoders in cleaning up Rusape this Friday. The clean-up exercise will start at 8 am at Dhliwayo Shops Vengere Ward 1 and it will end at Musika Main Bus Terminus. The exercise is scheduled to end at 10 am. The clean-up campaign is a national exercise which takes place every first Friday of each new month.
Rusape Town Council wishes to thank all those who will support the clean-up exercise through their participation in advance. Council values and appreciates your continued and unwavering support.

Interruption of Water Supply

Rusape Town Council wishes to inform its valued Residents and Stakeholders that there has been a breakdown at the Jackneedham raw water pump station, leading to an interruption in water supply. Our team is diligently working to rectify the issue and restore normal water services. During this period, many areas may experience reduced water pressure or no water at all. We apologize for any inconvenience this may cause.

Complaints regarding assessment rates

Following the complaints raised regarding assessment rates, we wish to give the
following update and way forward:
a)
Our investigation has revealed that the assessment rates were
erroneously charged for the whole year instead of quarterly as per 2024 budget.
b)
As such, the error has since been corrected so as to reflect assessment rates
for first and second quarter only.
c)
Effectively, the changes will be noticed on June 2024 statements.
We have put in place measures to ensure this will not be repeated in future.
